For Bidders: Our Analysis PAKISTANTENDER INSIGHT
Independent analysis by PakistanTender — not part of the official notice. Always confirm details against the original tender document.
This is an annual framework contract covering eight lots of diverse procurement categories — stationery, IT equipment, furniture, and plant machinery — for a provincial government department over twelve months.
The two-envelope process suggests technical and financial evaluation will occur sequentially. Bidders should expect significant administrative overhead given the multiple product categories; suppliers specializing in single categories may partner with others to cover all lots. The framework structure allows phased ordering, so upfront capital commitment is manageable, but vendors must maintain stockkeeping capability and reliable delivery throughout the fiscal year.
Who can bid: Bidders must typically be registered with SECP (if private company), hold valid NTN and GST registration, and possess relevant business registrations. The notice specifies bidders must not be disqualified through corrupt practices or government blacklisting. Typically, suppliers of IT equipment and furniture must demonstrate prior supply to government or quasi-government entities. Specific category-wise PEC requirements, if any, are stated in the full bidding documents.
