All participants are required to familiarize themselves with PPRA Rules 2004 and DPP&I-35 (Edition 2024) prior to submission. For Bidders: Our Analysis PAKISTANTENDER INSIGHT

This is a defence procurement tender issued by Pakistan Navy for supply of stores, equipment and services under strict PPRA/DGDP framework.
The closing date of 24 September 2026 is in the future, making this an active opportunity. Bidders must be registered or willing to register with DGDP and comply with complex multi-envelope submission requirements including technical and commercial offer separation, earnest money, and extensive compliance documentation. The three-envelope system and security clearance requirement indicate moderate to high-value procurement. This appears to be a recurring or framework arrangement rather than one-off purchase, typical of defence sector contracts.
Who can bid: Bidders must be registered or willing to register with DGDP (Directorate General Defence Purchase). Income tax filing proof and sales tax registration proof are required. Typically, suppliers bidding on defence contracts require NTN registration and valid sales tax certification. Security clearance and DGDP registration completion are mandatory before contract award.
