Description / Scope of Work
The General Headquarters DW&CE (Defence Works and Civil Engineering), Rawalpindi, invites pre-qualification applications from contractors and firms for issuance of tender documents covering seven works projects at PAC Kamra and HIT Taxila Cantt in Punjab. The works include provision and installation of a new tube well with allied accessories at ARF Domestic Area PAC Kamra (17.999 million), provision of electric supply for external lights in MRF PAC Kamra (18.665 million), provision and fixing of security/safety fence at MRF PAC Kamra (23.292 million), rehabilitation of pathway at MRF PAC Kamra (35.935 million), construction of 07x RCC foundation at Building 107 AMF Tech Area PAC Kamra (50.306 million), construction of 05x RCC foundation at Building 106 Tech Area AMF JF-17 PAC Kamra (31.205 million), and provision of external electrification mini sub-station to CN Sectt sub-station at HIT Taxila Cantt (17.988 million). The tender falls under clauses 13, 15 and 16 of PPRA Rules 2004 with a combined scope spanning infrastructure development, civil construction, electrical services and utility provision.
Eligible applicants must be firms or contractors with experience in construction, electrical, mechanical or plumbing works and must be registered with PEC in categories C-2, C-3, C-4 or C-5 with validity up to June 2026. Preferably, firms should be enlisted with MES in categories A, B or C; non-enlisted firms must provide 2% bid security (refundable). Pre-qualification with the Engineer-in-Chief's Branch at GHQ Rawalpindi is mandatory. Applicants must furnish work orders, location and pictures of completed projects with satisfactory completion certificates, personnel lists, bank statements, NTN certificates and income tax returns for the last three years. Firms must have no special DI&E reports and no outstanding DI&E recoveries.
Tender documents will be issued only to pre-qualified firms and contractors and must be received at HQ DW&CE (DP) GHQ Rawalpindi by 1130 hours on 21 September 2026, with opening at 1200 hours the same day. Incomplete applications will not be entertained. The accepting office reserves the right to reject any or all applications under para-33 of PRA rules 2004.
