Description / Scope of Work

The Local Government and Community Development Civil Division, Gujrat, invites electronic bids from eligible contractors and firms for the construction of streets, drains, nullahs and culverts across multiple locations in District Gujrat, Punjab. This e-tendering notice covers ten development schemes with a combined estimated value of approximately 188.933 million rupees. The individual projects are located in villages and urban centres including Kararwala, Chohan Nagar, Gunja, Tibba Boote Shah, Bruch, Bhaddar, Khwaspur, Karnana, Khorian, and Dinga City. All contractors and firms must be duly enlisted or renewed with the Pakistan Engineering Council for the Financial Year 2026-27 and must comply with all eligibility requirements set out in the Punjab Procurement Rules, 2014 as amended.

Eligible bidders must submit a Bid Security equal to 5% of the estimated cost in the form of a Digital Bank Guarantee via the Punjab e-Procurement System. Bidders must generate the PSID from the e-Procurement Portal and arrange for their scheduled bank to issue and transmit the guarantee through SWIFT MT760 to the designated advising bank. Physical bid securities such as CDRs, Pay Orders and Demand Drafts are not acceptable. Any bid found to be corrupt, incomplete, unreadable or infected with malware will be declared non-responsive. Bidders quoting rates more than 30% below the estimated cost must submit a detailed item rate analysis to the office before the work order is issued, failing which the tender will be cancelled and earnest money forfeited.

Bidding documents containing detailed instructions, eligibility criteria, specifications, bills of quantities and contract conditions are available free of cost from the Punjab e-Procurement System and the PPRA Punjab website. Bids must be submitted electronically through the Punjab e-Procurement System only on or before 14 September 2026 at 02:30 PM. Electronic bid opening will take place on the same day at 03:00 PM in the office of the Assistant Engineer, LG&CD Civil Sub Division, Gujrat, in the presence of the tender opening committee and bidders or their authorised representatives. The contract will be awarded to the lowest evaluated responsive bidder. Bids remain valid for 60 days from the date of opening unless otherwise specified.
