Tehsil Municipal Administration Havelian invites electronic bids for the construction of four tube wells under ADP Project 240245 (2025-2026) with a total estimated cost of Rs. 25.00 million. The works comprise installation of Tube Well No.05 near Siali Ground (Rs. 6.387M), Tube Well No.06 near Veterinary Hospital (Rs. 6.320M), Tube Well No.02 near Government Girls Degree College (Rs. 6.285M), and Tube Well No.03 near Urban Dispensary, all located in Havelian, Abbottabad District, Khyber Pakhtunkhwa. The procurement is conducted under the KP-KPPRA Rules 2014 and E-PAD Regulations 2025 via single-stage two-envelope procedure through the E-PADs electronic system.
Eligible contractors and firms must possess valid registration with Pakistan Engineering Council or enlistment with the Local Council Board, Khyber Pakhtunkhwa, and KPPRA Authority for fiscal year 2026-27. Bidders are required to submit bid security equivalent to 2% of the Engineer's Estimate (Rs. 0.500M per work) as a call deposit in the name of TMO TMA Havelian from scheduled banks. Additional security requirements apply for bids quoted below Engineer's estimate: 8% additional security for bids between 10-20% below estimate, and security equal to the differential amount plus detailed rate analysis for bids exceeding 20% below estimate. Mandatory documentation includes proof of no ongoing litigation, certificates of financial soundness, income tax/NTN registration, relevant experience records, equipment capabilities, and enlistment/registration certificates.
Bid Solicitation Documents are available for download from http://kp.eprocure.gov.pk or can be obtained from TMA Havelian offices upon payment of Rs. 5,000 printing fee. Technical bids in sealed envelopes must be submitted via courier half an hour before the closing time of 12:00 PM on 24 September 2026. Technical bid opening occurs at 2:00 PM on the same date, with financial bid opening following approval by competent authority. The bid validity period is 90 days, and tender form fee of 0.03% on Engineer's Estimate must be paid online with earnest money. All bidders must be registered with Khyber Pakhtunkhwa Revenue Authority and comply with KPPRA debarment provisions for failure to submit original security instruments.
