Description / Scope of Work
State Bank of Pakistan, through its Banking Services Corporation, invites proposals from qualified consultancy entities to conduct SBP Sentiments Surveys at its Karachi headquarters. This engagement seeks a professional survey firm to design, implement, and deliver comprehensive sentiments research addressing stakeholder perceptions and feedback related to SBP operations. The assignment is located in Karachi, Sindh province. Selection will follow the Quality & Cost Based Selection method per Regulation 3(B) of the Procurement of Consultancy Services Regulations 2010 under National Competitive Bidding procedures. The contract is structured on a lump-sum basis.
Eligibility is restricted to five shortlisted consultants: M/s Catcos Pvt Ltd, M/s Foresight Research Pvt Ltd, M/s Institute of Business Administration, M/s Sidat Hyder Morshed Associates Pvt Ltd, and M/s Nauman Javed Hasnain Rasheed Chartered Accountants. Bidders must submit a proposal security (bank guarantee) of Rs 500,000. The technical proposal should demonstrate organizational experience in survey research, detailed enumeration capacity, clear methodology, and qualified key experts with relevant curriculum vitae. Financial proposals must include itemized price schedules.
Proposals must be submitted through the Electronic Procurement & Auction Development System (ePADS) no later than September 3, 2026 at 11:00 AM Pakistan Standard Time, along with scanned proposal security documentation. Original proposal security of Rs 500,000 must be physically delivered to the Procurement Division-II, General Services Department, 3rd Floor BSC House, State Bank of Pakistan, I.I Chundrigar Road, Karachi before the deadline.
