Description / Scope of Work
FESCO Construction Division invites electronic bids for a comprehensive package of electrical infrastructure works across Punjab. The tender encompasses nineteen contracts valued between PKR 3.00 and 5.00 million for carriage and erection of precast concrete spun hollow poles (31, 36, and 45 feet), stringing and reconductoring of high and low tension lines, steel structure erection, and complete external electrification schemes. Works are distributed across multiple operation divisions and districts including Lalian, Chiniot, Chak Jhumra, Faisalabad Civil Line, Ghulam Muhammad Abad, Allama Iqbal, Sargodha, Khushab, Bhakkar, Jhang, T.T. Singh, and Mianwali, with contract value ranging from PKR 3.715 to 5.00 million. All contracts carry a twelve-month completion period except one ten-month assignment, representing significant electrical infrastructure development for distribution of power under DOP, ELR, SDG, SAP, and village electrification initiatives across the province.
Eligibility is restricted to contractors registered with Pakistan Engineering Council under Category C-6 and above (C-6 to C-1) holding specialization code EE-04 and EE-05, with current annual renewal for 2026-27. Bidders must maintain valid active PRA (Pakistan Regulatory Authority) and FBR registrations. Pre-qualification and registration with DISCOS, NTDC, or WAPDA is mandatory. Bids shall be submitted on a percentage basis above or below the total bid amount on a unit rate basis. The procurement follows Single Stage-One Envelope procedure under Open Competitive Bidding with Least Cost Based Selection technique, compliant with Public Procurement Rules 2004.
Electronic bids must be submitted through ePADS v2.0 portal (https://vendors.epads.gov.pk) on or before Thursday, September 24, 2026 at 12:15 PM, with opening scheduled for the same day at 12:45 PM. Manual bid submission is not permitted. Bidders not yet registered on ePADS v2.0 must register online; a tutorial video is available at https://www.youtube.com/watch?v=MNW6T38v7tc. Bids must be prepared strictly in accordance with all instructions contained in the e-bidding documents.
