Description / Scope of Work
The Chief Military Engineer Services (Navy) Islamabad and Lahore invites prequalification applications from firms and contractors for tender issuance covering multiple works at E-8 Islamabad and Lahore facilities. The scope encompasses provision of multimedia equipment with projector screens at E-8 Islamabad, replacement of video wall SMD technology with LED displays on both side and front walls at E-8 Islamabad, and miscellaneous works and facilities at both Islamabad and Lahore locations. The tender process is governed by Clauses 13, 15 and 16 of PPRA Rules 2004 and is open to registered contractors with relevant experience in similar projects.
Eligible applicants must be enlisted with Military Engineer Services (MES) in category D or higher, or registered with other government departments with documented experience in similar works executed within the last two years. Firms must provide detailed credentials including descriptions of similar projects with sponsoring agency details, project values in millions of rupees, completion periods, physical completion dates, current work progress percentages, and performance reports from client organisations. Additionally, contractors must furnish lists of moveable and immoveable assets, skilled and unskilled personnel details, machinery and equipment inventories, bank statements, General Sales Tax registration, and NTN certificates. Current registration with Pakistan Engineering Council (PEC) with renewal for 2026 is mandatory.
Prequalification documents are available from CMES (N) offices at Sector E-8 Islamabad. All applications must be received by 1130 hours on 24 September 2026 at CMES (N) Sector E-8 Islamabad, with tender opening scheduled for 1200 hours the same date. Contractors may witness the tender opening. The Accepting Officer reserves the right to reject any or all applications under PPRA Rules 2004 paragraph 33, and incomplete applications will not be entertained.
