Description / Scope of Work
Heavy Industries Taxila (HIT), Development Group DESCOM Factory invites technical and financial proposals for development of multiple components as listed in Annexure A, under PPRA Rules. Tender reference numbers 8600/201/DESCOM/Dev Gp/IT/T/18 to 34 dated 08-09-2026 cover component development contracts with scope to be assessed against provided drawings, genuine samples and specifications. Participating firms must examine technical documentation at Development Group DESCOM, Heavy Industries Taxila, Taxila Cantt prior to submission. Components must be developed in full compliance with specified drawings and genuine samples; development includes material characterization, modelling, simulation, drawing and process sheet formulation, software development where applicable, and R&D deliverables. Submission location is Taxila Cantt, Punjab.
Eligible firms must not have defaulted on defence organisation contracts and must obtain a No Black Listing Certificate on judicial paper worth Rs 100 to accompany their technical quotation. Bid security of up to 5 percent of quoted price is mandatory for contracts valuing Rs 0.50 million or above, with maximum ceilings varying by firm registration status: registered and indexed firms deposit 2 percent (ceiling Rs 0.500 Mn), registered but un-indexed firms deposit 3 percent (ceiling Rs 0.750 Mn), and unregistered or un-indexed firms deposit 5 percent (ceiling Rs 1.000 Mn). Bid security must be submitted as CDR or pay order in favour of MD(DESCOM) with the technical quotation; failure to attach it results in outright rejection. Firms having registration or provisional registration with Development Group DESCOM or FBR registration as developer/manufacturer are eligible.
Technical and financial proposals must be submitted in separate envelopes for each tender inquiry by 30-09-2026 at 1030 hours; tenders will open at 1100 hours the same day. Tender inquiry number and opening date must be clearly marked on both envelopes. Only technically qualified firms will have their financial proposals opened; unqualified firms' commercial quotations will be returned unopened. Complete technical data packages including blank drawings, Gerber data, part and assembly drawings, material specifications, manufacturing and welding drawings, process sheets, bill of material, technical manuals, acceptance test procedures and performance parameters must be submitted prior to contract conclusion.
