Description / Scope of Work

The Deputy Commissioner Office, Abbottabad, invites electronic bids through the EPADS portal for digitization of the District Record Room, comprising scanning, digitization, and indexing of revenue records under KPPRA Rules 2014. The scope encompasses processing a total of 6,360 books spanning approximately 1,991,830 pages, distributed across eight Girdawar Circles: Bagan (660 books, 129,453 pages), Bakot (998 books, 316,316 pages), Havelian (932 books, 325,836 pages), LAQ (287 books, 69,819 pages), Lora (985 books, 290,848 pages), Orish (1,293 books, 451,656 pages), and Sherwan (1,206 books, 407,902 pages). This digitization initiative represents a major infrastructure modernization project for revenue management in Abbottabad district, KPK.

Eligible bidders must be registered with the Federal Board of Revenue (FBR) on the active taxpayer list and registered on the EPADS portal, but not blacklisted by any client or KPPRA. Firms and suppliers must provide copies of CNIC, NTN/Active Taxpayer Certificate, and a certificate or affidavit confirming they are not blacklisted. Bidders are required to submit bid security equal to 2 percent of the total quoted amount in the form of a Call Deposit Receipt (CDR) in the name of the Deputy Commissioner Abbottabad. The winning firm will additionally furnish an 8 percent performance guarantee of the total project cost, to be withheld until contract completion.

Bid documents are available on the EPADS Portal with detailed specifications and requirements. Bids must be submitted electronically through the single-stage, single-envelope procedure by 25 September 2026 at 10:00 AM, with opening on the same day at 11:00 AM in the office of the Additional Deputy Commissioner, Abbottabad. Bidders submitting bids by hand will not be entertained. All quotations must include government taxes, transportation charges, and other applicable costs. The procurement process is governed by The Khyber Pakhtunkhwa Public Procurement of Goods, Works and Services Rules, 2014.
