The Paktunkhwa Highways Authority (PKHA), Government of Khyber Paktunkhwa, invites sealed bids from eligible contractors and firms registered with Khyber Paktunkhwa Revenue Authority (KPRA) and Pakistan Engineering Council (PEC) for three major road infrastructure schemes across the province. The procurement comprises: Improvement and Rehabilitation of Chashma-Daratang Road via Kafir Kot (estimated cost Rs 1,126.350 million, PEC Category C-1 and above); Construction of Road from Madyan to Kalam including Bridges in District Swat Phase-1 Behrain Bypass (Rs 6,389.470 million, PEC Category C-A); and Rehabilitation of Provincial Highway S-3-B from Bagh Dherai to Madyan Section KM 75-88, District Swat (Rs 1,331.611 million, PEC Category C-1 and above). These are publicly funded development projects under ADP schemes, representing significant infrastructure investment in Swat and surrounding districts of Khyber Paktunkhwa.

PKHA is tendering three major road projects in Swat and adjacent areas, ranging from Rs 1.1 to Rs 6.4 billion.
All three schemes have a single submission deadline of 12 October 2026. Bidders must hold PEC registration (minimum C-1 or C-A category) and KPRA registration for 2026-27. Bid security escalates with discount depth: 2% of estimate up to 10% below, plus 8% additional security for bids 10-20% below, plus full differential amount for bids exceeding 20% below. Technical and financial proposals submitted online; physical bid security and tender fees in sealed envelopes. Technical bids opened same day at 1230 hours; financial bids after technical approval.
Who can bid: Contractors must be registered with KPRA and hold PEC category C-1 or above (C-A for Madyan-Kalam scheme) for financial year 2026-27. Firms must demonstrate adequate financial soundness, relevant experience, qualified personnel, and required equipment as outlined in bidding documents. Joint ventures (JV) with participating firms meeting minimum PEC category are also eligible if duly executed JV agreement submitted with technical proposal.
