Description / Scope of Work
The Pakistan Meteorological Department invites pre-qualification applications from firms registered with sales tax and income tax departments and on the Active Tax Payer List of the Federal Board of Revenue for the repair and replacement of parts for the Glacial Lake Outburst Flood Early Warning System (GLOF EWS) during financial year 2026-27. The GLOF EWS comprises a network of hydro-meteorological equipment installed in glaciated regions of Gilgit-Baltistan and Khyber Pakhtunkhwa following the successful completion of the UNDP-implemented Glacial Lake Outburst Flood Risk Reduction Project. Ownership and maintenance responsibilities have been transferred to PMD to ensure long-term sustainability and continuous operation, particularly during flood and monsoon seasons. The procurement aims to maintain operational integrity, reliability and longevity of the early warning system through timely supply of genuine, factory-tested and calibrated parts that integrate seamlessly with existing installed equipment.
Eligible parties must have relevant experience, capability and financial resources to execute the work. Applicants must submit bank statements for the last two years, details of existing bank guarantees, credit and loan limits, current works in progress, and comprehensive experience records. All firms must be registered with relevant tax authorities and maintain active tax payer status. The successful bidder will be responsible for ensuring exact specification compatibility between supplied parts and the existing installed hydro-meteorological systems and associated data acquisition and communication infrastructure.

Sealed proposals must be submitted online through PPRA E-PADS 2.0 and in hard copy to the I&P Section at PMD Headquarters, Sector H-8/2, Islamabad by 01 October 2026 at 10:30 hours. Bids will be opened the same day at 11:00 hours at PMD Headquarters in the presence of bidders or authorized representatives under Single Stage Two Envelope Bidding Procedure.
