Description / Scope of Work
Veterinary Research Institute, Lahore Cantt invites e-bids through the Punjab E-Procurement System for the supply of 142,000 numbers of Thermal Shrink Cutting for the financial year 2026-27. The tender is issued under reference T.No.11/VRI/Anaerobe/HS/2026-27 with an estimated procurement value of Rs. 3.10 million. The goods are required for use in vaccine production and related laboratory operations at the institute located in Lahore, Punjab. Delivery is expected within 60 days of purchase order issuance. The procurement is classified as non-development and is financed by the Government of Punjab.
Bidders must be registered on the Punjab E-Procurement System and with the FBR Sales Tax Department, with Sales Tax number and NTN clearly printed on both technical and financial proposals. Bidders are required to submit proof of Professional Tax for the current financial year with their technical proposal. No offer will be considered if any page of the tender document is unsigned, unstamped, or contains overwriting or cutting; if submitted without bid security; if validity is shorter than required; if the contractor lacks proper commercial business address; or if submitted without an affidavit on verifiable stamp paper certifying non-blacklisting, authenticity of documents, and commitment to provide free replacement for defective supplies.
Bid documents can be downloaded free of cost from the Punjab E-Procurement System and PPRA website. A single-stage two-envelope bidding procedure will be applied. Bid security of 2 percent of the total estimated cost in the form of CDR, banker's cheque, or bank guarantee, payable to the Director VRI Lahore, must be submitted with the technical bid. E-bids must be submitted through the Punjab E-Procurement System by 11:00 AM on 30 September 2026. Opening will occur on the same date at 11:30 AM at VRI Lahore. Upon tender acceptance, 5 percent of the total bid amount will be deposited as performance guarantee before supply order award. All procurement procedures are governed by PPRA rules 2014 as amended.
