Description / Scope of Work
The National Highway Authority (NHA) is inviting tenders for the operation, management and maintenance of eight established service areas and rest areas located on Motorways M-3 and M-5 across Pakistan. The sites include Muridwala Service Area on M-3 at KM-974, and six service areas and two rest areas on M-5: Rohri at KM-397, Quttub Din Shah at KM-460, Azampur at KM-528, Zahirpir at KM-609, Uch Sharif at KM-679, Band Rest Area at KM-495, and Muhammadpur Rest Area at KM-562. Each area will be awarded as a separate five-year contract on an advance net guaranteed revenue basis, with bidders required to maintain all facilities in operational condition throughout the contract term.
Prospective bidders must be registered on the Active Taxpayers List maintained by the Federal Board of Revenue. The bidding process is structured in two stages: technical evaluation followed by financial bid opening for qualified bidders. Bidding documents are available from the office of the Director (FR/HB) at NHA Headquarters in Islamabad after 14 September 2026 for a non-refundable fee of Rs. 5,000, or may be downloaded free from www.nha.gov.pk. A Pre-Bid Meeting will be held on 18 September 2026 at 1130 hours in the NHA Auditorium.
Complete technical and financial bids must be submitted by 1100 hours on 30 September 2026 at NHA Auditorium, Islamabad. Technical bids will be opened the same day at 1130 hours, with technical evaluation conducted thereafter. Financial bids of technically qualified bidders will subsequently be opened and publicly announced on a date and time to be notified following the completion of technical evaluations. Upon contract completion, operators must hand over all amenities and installations to NHA in properly maintained and fully operational condition without claiming any repair or maintenance costs.
