Description / Scope of Work
The Government of Sindh through its Office of the Project Manager (Mega Projects) invites tenders for four major road infrastructure schemes under single-stage two-envelope procurement procedure. Projects include rehabilitation of Korangi Link Road from Malir District and Session Court up to Shahrah-e-Bhutto and Azeempura, Shah Faisal Town Road from Korangi Link Road to Jamia Millia Road Intersection (estimated cost 467.068 million); rehabilitation of roads in Clifton Block connecting to Marine Drive Road (555.200 million); rehabilitation of Mehran and Pajero Road connecting M-9 and Ghazi Road at Scheme-33 (705.134 million); and construction of road from Korangi 2-and-half via S.I.U.T. Mehrunnisa Hospital to Korangi Creek Airbase (551.706 million). All works are located in Sindh Province and require PEC Category C-2 or above with specialized codes CE01, CE09, CE10 and EE06.
Eligible bidders must be registered with FBR (ATL), SRB and PEC in the specified categories and codes. Tender fee of Rs.5,000 (non-refundable) must be submitted in the form of Pay Order to Project Manager (Mega Projects), Local Government Projects, Government of Sindh. Bid security is required as Call Deposit, Demand Draft or Bank Guarantee in amounts specified for each scheme: 23.350 million, 27.750 million, 35.250 million and 27.550 million respectively. All bidding data eligibility criteria and mandatory requirements must be strictly fulfilled; non-compliance leads to disqualification. Only online bids submitted through E-PAD System will be accepted; no manual or physical bids are permitted.
Bidding documents can be downloaded from SPPRA portal (http://portalsindh.eprocure.gov.pk) from publication date until closing. Technical and financial bids must be uploaded to E-PAD System before 28 September 2026 at 2:00 PM. Technical bids will be opened same day at 2:30 PM at the Office of the Project Manager, Room 05, Ground Floor, Annexe Building, Old KBCA Building behind Civic Centre, Gulshan-e-Iqbal, Karachi. Financial proposals of technically qualified bidders will be opened subsequently. Bid validity period is 90 days. If closing date falls on public holiday or office closure, submission and opening dates will be automatically deferred to next working day.
