Peshawar Electric Supply Company (PESCO) invites proposals from qualified third-party consultants for conducting a yardstick study and revision of human resources requirements. This is a consultancy services engagement issued under national single-stage two-envelope procurement rules with reference MM-21. The scope encompasses benchmarking analysis against industry standards and comprehensive review of current HR staffing and competency frameworks to optimise organisational structure and personnel deployment across PESCO's operations in Khyber Pakhtunkhwa province.
Eligible bidders must demonstrate relevant experience in consultancy services, human resources management, and benchmarking studies within the utility or similar large-scale industrial sectors.
