Description / Scope of Work
The Finance Department, Government of Balochistan, invites proposals from qualified HR firms for recruitment support services targeting C-Suite and key executive positions at the proposed Bank of Balochistan. This Request for Proposal seeks comprehensive human resources advisory services including sourcing, screening, assessment, verification and recommendation of suitable banking professionals in accordance with applicable regulatory requirements. The assignment covers identification of qualified candidates for senior management and key executive roles, with services to be delivered in Quetta, Balochistan.
Eligible firms must demonstrate substantial experience in executive search, banking recruitment, financial sector talent acquisition, HR advisory services, background verification and senior management recruitment. Bidders must have completed at least three assignments of similar nature and complexity worth PKR 3 million each within the preceding five years, with preference for banks and financial institutions. The firm must have accumulated turnover of at least PKR 10 million in the three subsequent previous years. Bidders must be registered with relevant regulatory and tax authorities including NTN and BRA/provincial sales tax registration where applicable, must be on the Active Taxpayer List, and must not be blacklisted by any procuring agency of Pakistan.
Proposals shall be submitted online through the BPPRA e-Procurement Portal (EPPS) only; no manual or physical submissions are accepted. Incomplete proposals or those received after the deadline shall not be considered. Financial proposals will be opened only for firms whose technical proposals are declared responsive and qualified, following Single Stage Two Envelope Bidding Procedure. The last date for bid submission is 25 September 2026 at 10:00 AM, with tender opening on the same day at 11:00 AM via the EPPS System.
