Tender Details
Description / Scope of Work
The AGE (Air) Administrative Division (AD Admin) at Chaklala invites sealed tenders for the provision of certain facilities at Pakistan Air Force installations under PPRA Rule 13(1) of 2004. Seven works are advertised with an approximate combined costing of Rs. 10.508 million, covering provision of facilities for E&M External Elect, B&R Zone-III, D.C B&R, and Supply of Bazar Material across F&S, Electric E&M, Water Supply & Sui Gas E&M, and B&R sub-divisions at PAF. The scope includes infrastructure development and material supply for multiple sections of the Air Force, reflecting ongoing maintenance and upgrade initiatives across the Chaklala facility in Punjab. Each work package is independently costed and contractors may bid for one or more packages as eligible. All works are located at PAF installations in the Rawalpindi region.
Contractors must be registered with Pakistan Engineering Council (PEC) in Category D and above, with prior experience in similar works. Applicants are required to submit complete credentials and shall be scrutinised for experience and capability before tender documents are issued. Contractors must provide certificates confirming no outstanding litigation with government departments or adverse inspection reports from the Directorate of Inspection and Evaluation. All bidders must certify PEC registration and submit proof thereof; non-registered contractors are ineligible. A minimum experience requirement applies to this category of work. Bid security and other financial compliance terms follow PPRA rules.
Tender applications must be submitted to the accepting officer by 1130 hours on 29 September 2026, with opening at 1200 hours the same day. Tender documents will be issued only to scrutinised contractors meeting eligibility criteria. Interested parties may contact AGE (Air) AD Admin (U) Chaklala or an authorised representative on working days between 0715 and 1335 hours for further details. The accepting officer reserves the right to accept or reject any tender per Para 33(i) of PPRA Rules. Contractors are welcome to be present at tender opening.

Seven separate civil and supply works totalling approximately Rs.
10.5 million across PAF facilities at Chaklala, covering electrical, mechanical, plumbing and material supply scopes. All packages mandate PEC Category D minimum with demonstrable prior experience in similar defence works. Tender closing is 29 September 2026 — tight timeline for preparation. This appears to be a routine multi-package PAF maintenance cycle rather than a single large contract, allowing modular bidding. Key concern: rigorous scrutiny of credentials before document issuance will lengthen pre-bid coordination.
Who can bid: PEC Category D and above mandatory with prior experience in the specific type of work. Contractors must be registered with Pakistan Engineering Council and provide proof; unregistered firms are barred. Must furnish certificates of no litigation with government departments and no adverse inspection reports. Typically, bidders also require valid NTN, verified business registration, and evidence of financial standing for works at this value range.
