Pakistan Navy Military Engineering Services invites sealed tenders for multiple engineering works across two primary locations in Sindh province. The scope encompasses five distinct work packages: provision, installation and construction of certain facilities at Karachi and NAS Turbat; abnormal repair, replacement, major maintenance and minor works at both Karachi and NAS Turbat; and supply of fresh water. The tender is issued under PPRA Rule 13 (1) of 2004 and is open to pre-qualified contractors with demonstrated experience in similar projects. Tender documents will be issued only to firms meeting specified eligibility criteria and possessing relevant field experience.
Eligibility is restricted to contractors registered with Pakistan Engineering Council (PEC) and borne on the approved MES list in categories A, B, C, or D, with documented experience executing similar works. All bidders must provide a certificate confirming no ongoing litigation with government departments and no outstanding special reports from the Directorate of Inspection and Evaluation. Contractors must demonstrate completion of relevant work during the preceding two years with supporting departmental performance reports from the Divisional Engineer or XEN. Complete credentials and work history must be submitted with the initial application for tender document issuance.
Applications for tender documents must be submitted by 1130 hours on 06 October 2026, with tender opening at 1200 hours the same day at the accepting office. Interested parties may attend the opening ceremony. Contractors can obtain further information and contact CMES Navy Compak at PNS Karsaz during working hours from 0800 to 1400 hours. The accepting officer reserves discretionary authority to accept or reject any tender in accordance with PPRA regulations.
