Description / Scope of Work
Energy Infrastructure Development and Management Company (EIDMC) invites electronic bids from eligible, FBR-registered firms and companies for the hiring of a firm to outsource HR support services. This procurement follows the Public Procurement Rules, 2004 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS v2.0) using a single-stage two-envelope procedure with quality and cost based selection (QCBS) as the principal method. The scope covers comprehensive human resources support functions to be delivered in Islamabad, Federal. Bidders must submit proposals electronically through EPADS v2.0 on or before Friday, October 2, 2026 at 11:00 AM, with technical proposals opening on the same day at 11:30 AM.
Eligible bidders must be registered with the Federal Board of Revenue (FBR) and possess valid business registration. All proposals must be accompanied by bid security in the form of a pay order, banker's cheque, call at deposit, bank guarantee, demand draft, or bid securing declaration on the prescribed format. The scanned copy of the bid security must be uploaded on EPADS v2.0 alongside the original hard copy submitted at the specified address before the closing date and time. In accordance with Public Procurement Rules 2004 Rule 48, the Grievance Redressal Committee (GRC) has been notified for this procurement.
