Description / Scope of Work
The Highways Division Muzaffarabad invites electronic bids for the establishment of rest areas along the Kohala-Muzaffarabad Road in Azad Jammu and Kashmir. This infrastructure development project carries an estimated cost of PKR 38.409 million and is being procured under the Single Stage-Single Envelope E-Bidding System in accordance with AJK PPRA Rules 36(a). The work is to be executed as a joint venture with a completion period of 24 months, and bidders must hold Specialization Code CE-01 approval for the following works. The project aims to enhance road safety and traveller facilities along this strategic highway corridor in the region.
Eligible bidders must be registered with the relevant authorities and hold valid licenses from the Pakistan Engineering Council. Contractors and firms must be in Category C-5 and above to participate. A bid security of PKR 1.152 million is required from all participants. Bidders quoting rates below 100 percent of the engineering estimate must submit additional bid security equal to the difference between the estimate and bid price in cash deposit form at the divisional joint account. Blacklisted firms, contractors, or companies are prohibited from participation. All interested bidders must furnish affidavits confirming they are neither blacklisted nor involved in conflict or litigation anywhere in AJK, Federal territories, or other provinces of Pakistan.

Newly registered bidders should obtain username and login credentials from the IT Section, Office of The Chief Engineer, Highway, Block H, DHQ Muzaffarabad. Bidders must upload scanned bank receipts proving bid security deposit with the Divisional Joint Account holder, along with complete technical and financial proposals in PDF format only on the e-bidding platform. Electronic bids must be submitted by 2 October 2026 at 11:30 AM, with opening held on the same date.
