Tehsil Municipal Administration (TMA) Lakki Marwat invites electronic bids for the supply, installation, testing, and commissioning of solar PV energy systems for six drinking water supply schemes across Lakki City under provincial ADP Scheme No. 240245. The total estimated contract value is PKR 30.00 Million. The project encompasses solarization of tubewells in six separate locations within Lakki City: NC-1 No. 06 at Main Larri Ada, NC-1 No. 08 near Children Park, NC-4 No. 21 at Mohalla Saeed Khel, NC-4 No. 22 at Khabir Khan Play Ground, NC-2 No. 04 at Toti Abad Main Mian Wali Road, and NC-2 No. 13 at Mohalla Gull Wali Abad. This procurement is part of the broader Solarization of Tubewells initiative in Lakki City, Khyber Pakhtunkhwa, approved under Letter No. PO (LG) /1-6/PDWP/AA/2025-26 dated 04-05-2026.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in Category C-6 or above with specialization codes CE-09, EE-11, or CE-10. Mandatory registrations include active PEC License for fiscal year 2026-27, active enlistment with Local Council Board (LCB) Khyber Pakhtunkhwa, a valid Blacklisting Certificate, active registration with Khyber Pakhtunkhwa Revenue Authority (KPRA), and confirmed active status on the FBR Active Taxpayer List (ATL). Bidders must submit a bid security of PKR 600,000 (2% of estimated cost) in the form of a Call Deposit Receipt (CDR) issued by a scheduled bank in favor of the Tehsil Municipal Officer. Online submission of bids is mandatory through the Khyber Pakhtunkhwa E-PADS portal (kp.eprocure.gov.pk) with a deadline of 13 October 2026 at 11:00 AM. Technical bids will be opened publicly on the same day at 11:30 AM in the Committee Room of TMA Lakki Marwat; if the opening date falls on a holiday, opening will occur on the next working day. Bid validity period is 90 days from the date of bid opening. Bidders must quote in Pakistani Rupees on an above/below percentage basis for MRS/NSI items via the E-PADS platform. Technical evaluation will be based on 100 marks with a minimum qualifying threshold of 70 marks, assessing company experience, past performance, and relevant certifications.
