Pakistan Defence Officers Housing Authority (DHA) Karachi invites Requests for Proposals (RFPs) from reputable and experienced firms and companies for the establishment of an electric vehicle (EV) charging station at Creek Vista, DHA Karachi. The project will be executed on a Design-Build-Finance-Operate-Transfer (DBFOT) basis with a mutually agreed revenue-sharing model. The selected company will be responsible for designing, financing, installing, operating and maintaining the EV charging station while ensuring compatibility with national EV charging standards, providing real-time monitoring and billing systems, and transferring the complete setup to DHA Karachi after the agreed license period of maximum ten years.
Eligible firms and companies must be registered with SECP or relevant authority, hold active taxpayer status with Income Tax and Sales Tax departments, demonstrate proven and certified experience in the installation and operation of EV charging infrastructure or related electrical and energy projects, and exhibit financial capacity and technical expertise. Firms must not be blacklisted by any DHA. Prospective bidders should possess last three years of audited financial statements or bank certificates and technical summaries of relevant project experience to validate their capability and financial standing.
Tender documents are available from the Estate Directorate, DHA Head Office during office hours from 10 AM to 4 PM on weekdays except Saturday, Sunday and public holidays, against a non-refundable payment of Rs. 10,000. Interested companies must submit a bid security of Rs. 50,000 as a refundable pay order in favor of Pakistan Defence Officers Housing Authority. Sealed proposals including technical and financial bids must be deposited by 11:00 AM on October 2, 2026, and will be opened and evaluated by a Board of Officers.
