Arrangement of 41st National Hifz-o-Qirat Competition by Ministry of Religious Affairs

The Ministry of Religious Affairs & Interfaith Harmony, Islamabad invites bids for non-consultancy services to arrange and conduct the 41st National Hifz-o-Qirat Competition. This is a national-level procurement funded from FY 2026-27 budgetary allocations. The competition is a significant religious and cultural event involving coordination of multiple operational and logistical elements across venues in Islamabad and potentially other locations. Bids are invited from eligible service providers registered on the e-Pak Acquisition and Disposal System (EPADS v2.0) platform. The procurement employs Single Stage-One Envelope procedure with Least Cost Based Selection (LCBS) technique in accordance with Public Procurement Rules 2004. All bids must be accompanied by either bid security or a Bid Securing Declaration on the prescribed format.
