Description / Scope of Work
The National Vocational and Technical Training Commission (NAVTTC) invites bids from eligible training service providers for the National Upskilling Program for University Undergraduates, a short-duration artificial intelligence and precision prompt engineering upskilling programme. The programme is designed to deliver practical, immediately usable AI literacy and prompt-engineering capabilities to university undergraduate students throughout Pakistan, strictly adhering to the NAVTTC-approved curriculum with focus on structured problem definition, prompt design, context engineering, workflow design, AI-assisted research and productivity, verification, critical evaluation and responsible use of generative AI. The programme shall be delivered nationally through smart classrooms and approved delivery locations supported by a learning management system, with the implementing provider responsible for trainee enrolment, instructional delivery, attendance tracking, learning records, assessments, completion evidence and certificate issuance in accordance with NAVTTC requirements.
Eligible bidders include NAVTTC-registered and accredited technical and vocational training institutes, training service providers, universities and other legally constituted training bodies that meet the procurement requirements. Bidders must possess technical competence, financial resources, equipment, facilities, personnel and managerial capability to deliver the programme. All bids must be accompanied by bid security worth 1,000,000 Pakistani rupees in the form of a pay order in favour of NAVTTC Fund. Bidders must demonstrate they are not insolvent, bankrupt, or subject to legal proceedings, have fulfilled tax and social security obligations, and have not been convicted of criminal offences related to professional conduct or fraud and corruption.

Sealed bids (technical and financial envelopes prepared separately) along with bid security must be submitted to NAVTTC Headquarters, Kirthar Road, Sector H-9/4, Islamabad on or before Thursday, October 08, 2026 at 11:00 AM. Bids will be opened on the same day at 11:30 AM using the Single Stage-Two Envelope procedure with Quality and Cost Based Selection technique in accordance with the Public Procurement Rules, 2004.
