Description / Scope of Work
The Water Management & Irrigation Department, District Diamer, Gilgit-Baltistan invites sealed tenders for the construction of lift irrigation schemes and water tanks at Darel (Halqa-17) in Diamer district. The estimated project cost is PKR 9,502,424 under single-stage one-envelope tendering procedure. Eligible firms and contractors must hold valid Pakistan Engineering Council registration in category C6 and above under code CE-04, valid up to 30th June 2027. This infrastructure development project represents a medium-scale civil engineering contract typical of provincial water resource initiatives in Gilgit-Baltistan.
Bidders must submit proof of PEC valid registration for 2027 in the relevant code, current renewal fee confirmation for CFY 2026-27, original CNIC, bid security of PKR 285,072 (3% of estimated cost) in the form of a bank CDR, and no sick scheme/no litigation certificates from any scheduled bank of Pakistan. Contractors quoting rates below 10% of the estimated cost must provide additional performance guarantee of 50% of the differential amount between estimated and bid cost. All bidders must demonstrate technical and financial capacity appropriate to the project scope.
Bidding documents costing PKR 6,000 (non-refundable) are available from the office of the Deputy Director, Water Management & Irrigation Department, District Diamer, upon submission of written application and supporting original documents. The bidding documents fee must be deposited via Government Treasury Challan under prescribed non-tax revenue heads with original receipt attached to bid proposals. Sealed bids must be submitted by 15 October 2026 at 11:00 AM and will be opened the same day at 11:30 AM at the Deputy Director's office in the presence of attending bidders.
