Punjab Life Insurance Company Limited (PLIC) invites sealed bids from eligible vendors registered in Pakistan for the procurement of laptops in various configurations and laptop bags/sleeves for C-Level and designated executive officers. The procurement comprises five convertible Yoga-type laptops with Intel Core Ultra 7 processors, one compact XPS-type premium laptop with Intel Core Ultra 9, one OmniBook-type convertible with Intel Core Ultra 5, one gaming laptop with AMD Ryzen 7 and RTX 4050 graphics, and eight laptop bags or sleeves. The estimated contract value is PKR 3,500,000, with delivery required to PLIC's Head Office in Punjab on a Delivered Duty Paid basis within five calendar days of purchase order issuance. The procurement follows the Single Stage Single Envelope procedure under the Punjab Procurement Rules 2014 as amended.
Bidders must be financially sound, competent, well-reputed firms or vendors with valid registration in Pakistan. A bid security of PKR 70,000 (fixed amount) is mandatory and must be submitted through the Punjab e-Procurement System; bids without requisite security shall be rejected. The successful bidder must furnish a Performance Guarantee equivalent to 2% of the total contract value in the form of a bank guarantee, pay order, or CDR from a scheduled bank, valid until 90 days beyond the warranty and delivery completion period. All prices must be quoted in Pakistani Rupees, inclusive of all applicable taxes (GST, PST, WHT), packing, delivery, installation, and incidental charges on a DDP basis.
Bidding documents are available free of cost and may be downloaded from the PPRA Punjab website (www.ppra.punjab.gov.pk) and the Punjab e-Procurement System (www.eprocurement.punjab.gov.pk). Bids must be submitted electronically through the Punjab e-Procurement System only; no manual or hard copy bids shall be accepted. The bid submission deadline is 6 October 2026 before 3:00 PM, with bid opening scheduled for the same date at 3:30 PM. Bids shall first be evaluated for eligibility and responsiveness; responsive bids shall then undergo technical evaluation, with only bidders securing minimum 70 marks out of 100 deemed technically qualified. Financial proposals shall be opened only for technically qualified bidders. The contract shall be awarded to the technically qualified, responsive bidder offering the lowest evaluated bid price. Payment shall be made 45 days after successful delivery, installation, and acceptance by PLIC, with no advance or mobilization payment permitted.
