Description / Scope of Work
The National Highways and Motorway Police, N-5 Central Zone Lahore, invites pre-qualification bids from eligible suppliers and service providers for procurement of goods and services through Open Framework Agreements across multiple sectors and the zonal office. The tender covers miscellaneous store items, gas cylinders, computer and office stationery, hardware and IT equipment, machinery items, furniture and fixtures, repair services for hardware/IT equipment and machinery, renovation and upgradation (6d) of beats and offices, road safety materials, gift hampers, and event management services. The framework agreement is for the financial years 2026-27, 2027-28, and 2028-29, covering three years of procurement. Supply locations include Sector N-5 Central-I Okara, Sector N-5 Central-II Multan, Sector N-5 Central-III Rahim Yar Khan, and the Zonal office at Babu Sabu Complex in Lahore, Punjab.
Eligible applicants must be registered with NTN, GST, listed as active tax payers, and registered with PPRA for e-procurement on E-PADS version 2.0. Bids must be submitted through the electronic portal (https://eprocure.gov.pk) and in hard copy form at the DIG office. All bidders are required to submit bid security in the form of a CDR (Certified Demand Receipt) of Rs. 25,000 in the name of DDO N-5 Central Zone Lahore. Only bids submitted through both E-PADS and hard form with accompanying bid security will be entertained; late applications will be rejected. Bank cheques are not accepted as bid security.
Complete pre-qualification documents in English may be purchased upon written application and payment of a non-refundable fee of Rs. 1,000, or downloaded free from E-PADS and the NHMP website. Bids must be submitted latest by 11:30 AM on 13-10-2026 at the Office of the Deputy Inspector General of Police, N-5 Central Zone, Babu Sabu Complex, Lahore. Opening will occur at the same date and time. Successfully pre-qualified firms will sign open framework agreements, and a mini competition among pre-qualified bidders will be conducted for each procurement, with the lowest bidder evaluated item-wise. The bid security CDRs of pre-qualified firms will be retained as performance security until expiry of the framework agreement.
