Description / Scope of Work
Municipal Corporation Bagh invites sealed bids from eligible, experienced and financially sound private firms, companies, consortiums and joint ventures for hiring of solid waste management services for Bagh City under the Single Stage-Two Envelope Procedure of the AJ&K Public Procurement Rules. The contract is valued at Rs. 10.00 million bid security and covers all 15 wards of Bagh City in AJK province, with an initial period of five years. The scope broadly includes door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads, markets and public places, operation of waste collection systems, provision of manpower, vehicles and machinery, complaint redressal, reporting, awareness raising and environment-friendly disposal of municipal solid waste. Details of existing operational vehicles, machinery and human resource units are provided in the bid document along with other available resources.
Bidders must be registered in Pakistan Engineering Council (Category C-1), Securities Exchange Commission of Pakistan (SECP) and possess at least five years of overall experience. Registration with FBR/AJK-CBR and active status on the Active Tax Payer List (ATL) of FBR is mandatory. Bidders must demonstrate relevant experience handling municipal solid waste management, sanitation and waste collection through at least one or two contract projects in hand or successfully executed. Adequate manpower, vehicles, machinery, equipment and financial capacity must be demonstrated. Bid Security of Rs. 10.00 million in the form of pay order or CDRs from any schedule bank of Pakistan with branches in AJK is required, payable to Chief Officer Municipal Corporation Bagh with the technical bid.
Bids comprise two separately sealed envelopes marked Technical Bid and Financial Bid; only technical bids are opened initially, with financial bids remaining sealed until technical qualification is confirmed. Bidding documents containing detailed scope, eligibility criteria, technical evaluation criteria, specifications, service standards, payment mechanism, penalties and contract conditions may be obtained from Municipal Corporation Bagh office during office hours until 12 October 2026 upon payment of Rs. 5000 (nonrefundable). A Pre-Bid meeting will be held on 08-10-2026 at 11:00 am at Municipal Corporation Office Bagh AJK. Bids must be submitted by 19 October 2026 at 12:00 PM, with opening at 12:30 PM the same day. Performance will be monitored against prescribed service standards and KPIs with deductions for non-compliance.
