The Municipal Committee Bhimber, under the Azad Government of the State of Jammu and Kashmir, invites sealed bids for the hiring of solid waste management services for Bhimber City. The contract is issued under the Single Stage-Two Envelope Procedure of the AJ&K Public Procurement Rules with a bid security of Rs. 6 Million. Eligible bidders must be registered with Pakistan Engineering Council (Category C-1) or Securities Exchange Commission of Pakistan (SECP) with at least 05 years of overall experience. Bidders must hold valid registration with FBR/AJK-CBR and maintain active status on the Active Tax Payer List (ATL) of FBR. Relevant experience in municipal solid waste management, sanitation, waste collection and transportation is mandatory, evidenced by at least one or two successfully executed contract projects. Bidders must demonstrate adequate manpower, vehicles, machinery, equipment and financial capacity. The bid security of Rs. 6 Million must be submitted in the form of pay order or CDRs from a scheduled bank of Pakistan having branches in AJ&K, accompanying the technical bid.
Complete bidding documents are available from the Municipal Committee Bhimber office during office hours until 15-10-2026 upon payment of Rs. 5000 (non-refundable). Bids must comprise two separately sealed envelopes clearly marked as Technical Bid and Financial Bid. Technical bids will be opened first on 19-10-2026 at 12:30 PM, with financial bids remaining sealed until only technically qualified bidders are identified. A pre-bid meeting is scheduled for 07-10-2026 at 11:00 am at the Municipal Committee Office in Bhimber. Bidders are strongly advised to survey Bhimber City to understand solid waste quantum, sources, collection points and disposal routes. Incomplete bids, conditional bids or bids without proper bid security will not be entertained.
