Description / Scope of Work
Municipal Committee Athmuqam invites sealed bids for hiring of comprehensive solid waste management services covering all 02 wards of Athmuqam City in AJK. The scope includes door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads and markets, operation of waste collection systems, provision of manpower and vehicles, complaint redressal and awareness raising with environment friendly disposal of municipal solid waste. The contract is initially for a period of 05 years. Details of existing operational vehicles, machinery and human resource units are provided in the bid document along with other available resources.
Eligible bidders must be registered with Pakistan Engineering Council in Category C-I or Securities Exchange Commission of Pakistan (SECP) with at least 05 years of overall experience. Registration with FBR or AJK-CBR and active status on the Tax Payer List (ATL) of FBR is mandatory. Bidders must demonstrate relevant experience in handling municipal solid waste management, sanitation, waste collection and transportation with at least one or two successfully executed contract projects. A bid security of Rs. 1 Million in the form of pay order or CDRs from National Bank of Pakistan Kundal Shai must be submitted with the technical bid.
Bids shall be submitted in two separately sealed envelopes marked TECHNICAL BID and FINANCIAL BID by 20-10-2026 at 12:00 PM. Technical bids will be opened at 12:30 PM on the same date with financial bids remaining sealed until technical evaluation is complete. Complete bidding documents containing detailed scope of work, eligibility criteria, technical evaluation criteria, service standards and payment mechanism may be obtained from the Municipal Committee Athmuqam office during office hours until 15-10-2026 on payment of Rs. 5,000 (non-refundable).
