Description / Scope of Work
Municipal Committee Athmuqam invites sealed bids from eligible private firms, companies, consortiums and joint ventures for hiring comprehensive solid waste management services covering all 02 wards of Athmuqam City in AJK. The scope includes door-to-door waste collection, street sweeping, collection from communal points, transportation of solid waste, cleaning of roads, markets and public places, operation of waste collection systems, provision of manpower, vehicles and machinery, complaint redressal, reporting, awareness raising and environment friendly disposal of municipal solid waste. The contract is initially for a period of 05 years with detail of existing operational vehicles, machinery and human resource units provided in the bid document along with other available resources.
Bidders must be registered with Pakistan Engineering Council Category C-I or SECP with at least 05 years overall experience and must hold FBR/AJK-CBR registration on the active Tax Payer List. Relevant experience in municipal solid waste management, sanitation, waste collection and transportation is mandatory, demonstrated by at least one or two successfully executed contract projects. Bidders must demonstrate adequate manpower, vehicles, machinery, equipment and financial capacity for effective implementation. A bid security of Rs. 1 Million must be furnished in the form of pay order or CDRs from National Bank of Pakistan Kundal Shai AJK in favour of the Chief Officer Municipal Committee Athmuqam with the technical bid.
Complete bidding documents are available from the Municipal Committee Athmuqam office during office hours until 15-10-2026 on payment of Rs. 5,000 non-refundable fee. Bids comprise two separately sealed envelopes marked Technical Bid and Financial Bid, submitted by 20-10-2026 at 12:00 PM with opening at 12:30 PM the same day.
