The District Council Tando Mohammad Khan, Sindh, invites sealed tenders for outsourcing sanitation staff to provide sweeping and cleaning services across main villages of Union Council Sheikh Bhirkio, Rajo Nizamani, and Tando Saindad Taluka within Tando Mohammad Khan district. The contract is valued at Rs 3.0 million and will run for six months from 01 November 2026 to 30 April 2027. This is a service-based procurement aimed at maintaining street cleanliness across multiple union council villages in the district. Eligible firms must be registered in the waste management sector with a valid license from Sindh Environmental Protection Agency (SEPA) for non-hazard waste operations updated till 2026. Bidders require registration with Sindh Revenue Board of Certificate (SRB) in waste management code 9852/0000, and firms must not be civil contractors. Bidders must provide five years of experience in municipal waste outsourcing, collection, dumping and recycling, plus two years in waste management capacity building. Tender documents require a technical proposal demonstrating adequate capacity for timely service delivery. Bid security equal to 02 percent of the bid amount must be attached as a pay order or bank draft in favour of District Council Tando Mohammad Khan. NTN must be included with a three-year bank statement and experience certificate; income tax and sales tax will be recovered as per government rates.
Bidding documents are available from the EPAID site under the Chief Officer District Council T.M Khan's signature from the publication date. Sealed tenders will be received until 12 October 2026 at 10:00 AM and opened the same day. The first attempt was scheduled for 12 October 2026 with a second attempt on 27 October 2026. Firms must have been awarded at least 50 waste management outsourcing contracts on the EPAID site and must submit audited reports of chartered accounts firms with UDIN Code. The work order may be issued subject to approval by the Chairman or Chief Officer District Council T.M Khan under applicable rules.
