The District Council Tando Mohammad Khan invites sealed tenders for outsourcing sanitation staff services to provide sweeping and cleaning of streets across multiple main villages within Union Councils of Mulakatiar, Khokhar, Qabool Pur and Taluka Bulri Shah Karim. The contract is valued at 3.0 million rupees and will be executed for a six-month period from 01 November 2026 to 30 April 2027 under SPPRA 2010 amendments 2023. This is the second attempt at tender after the first attempt dated 12-10-2026. The work covers comprehensive street sweeping, cleaning and sanitation maintenance across designated village areas within the Tando Mohammad Khan district in Sindh province.
Eligible bidders must be registered in the Waste Management sector and must hold a valid license from Sindh Environmental Protection Agency (SEPA) for non-hazard waste management updated till 2026. The firm must also be registered with the Sindh Revenue Board with Certificate of Registration in Waste Management code 9852, 0000. Additionally, bidders must provide National Tax Number (NTN), three-year bank statements, experience certificates, and have minimum five years of documented experience in outsourcing of rural collection, dumping and recycling of municipal or town garbage and landfill operations. Civil contractor firms are explicitly ineligible for this bidding process. Earnest money equal to 02 percent of the bid amount must accompany the tender submission.
Bidding documents costing Rs 1000 can be downloaded from the EPAID site under the signature of the Chief Officer District Council T.M. Khan during office hours on 12-10-2026 up to 10 AM on payment of the non-refundable fee. Tenders must be submitted by 12-10-2026 up to 10 AM and will be opened the same day. In case of public holiday, tenders will be received and opened the next day. The tender opening committee's decision is final. Successful contractors will be required to execute an agreement on non-judicial stamp paper and are bound to provide the estimated working staff list and comply with all government rules and conditions as per agreement terms.
