Eligible bidders must be registered waste management firms licensed by the Sindh Environmental Protection Agency (SEPA) in non-hazard waste management (updated to 2026) and hold valid registration from the Sindh Revenue Board under waste management code 9852/0000. Firms must possess a current website, valid National Tax Number (NTN), and submit three-year bank statements along with experience certificates. Bidders must be updated income tax filers (2025) and demonstrate five years of experience in outsourced rural and urban garbage collection, dumping, and recycling operations, plus two years of specific waste management capacity building experience. Evidence of at least 50 previously awarded waste management contracts on ePADS and audited accounts from a reputable chartered accountant firm with UDIN code are mandatory. The tender requires a bid security (earnest money) equal to 2% of the bid value, payable as pay order or bank draft in favour of District Council Tando Mohammad Khan.
Bidding documents are available for download from the EPAIDS portal upon payment of the tender fee of Rs 1,000 (non-refundable) from the Chief Officer's office during working hours until 12 October 2026 at 10:00 AM. Sealed bids must be submitted on 12 October 2026 by 10:00 AM at the District Council office, with opening on the same day at 10:00 AM. Bids should be written in both figures and words; any overwriting must be signed by the bidder. The District Council reserves the right to accept or reject any or all tenders in accordance with SPPRA 2010 (amended 2023) regulations.
