District Council Tando Mohammad Khan invites sealed tenders for outsourcing sanitation staff services to provide sweeping and cleaning of streets across different main villages in union councils Nazarpur, Dindo, and Ghulam Shah Bagrani under Taluka Tando Ghulam Hyder in Sindh province. The contract is valued at 3.0 million rupees and will run for six months from 1 November 2026 to 30 April 2027. This is a service-based procurement under SPPRA 2010 amendments 2023, requiring experienced waste management firms to deliver comprehensive street sanitation across designated rural areas.
Eligible bidders must be registered exclusively in the waste management sector; civil contractor firms are not eligible. Firms must hold a valid licence from Sindh Environmental Protection Agency (SEPA) for non-hazardous waste management updated to 2026, possess registration from Sindh Revenue Board with waste management code 9852/0000, maintain an active National Tax Number (NTN), and provide three-year bank statements with updated income tax returns for 2025. Bidders must demonstrate a minimum of five years experience in rural waste collection, dumping and recycling of municipal garbage, plus two years of waste management capacity building experience. Prior award of at least 50 outsourcing waste management contracts and submission of audited accounts for 2025 from a chartered accountancy firm are mandatory. Ernest money equal to 2 percent of the bid value must accompany the tender.
Bidding documents costing Rs. 1,000 (non-refundable) are available from the Chief Officer, District Council T.M. Khan, from the date of publication on the EPAIDS portal until 10 AM on 12 October 2026. Sealed tenders must be submitted by 10 AM on 12 October 2026 (first attempt) or 27 October 2026 (second attempt), with opening scheduled for the same day at 10 AM. Bidders must submit complete documentation including NTN certificates, bank statements, experience certificates, audit reports with UDIN codes, affidavits regarding litigation and blacklisting status, and evidence of prior outsourcing contracts. The decision of the Tender Opening Committee is final, and all successful contractors must execute agreements on non-judicial stamp paper as per government policies.
