Description / Scope of Work
The Finance Division is procuring consultancy services for tax advisory through a Request for Proposals (RFP) process. This national-level procurement is planned for the fiscal year 2026-27 and has reserved funds to cover eligible payments under the contract. The services fall under consultancy category and will be executed in accordance with Public Procurement Rules 2004. The procurement is being conducted through the e-Pak Acquisition and Disposal System (ePADS) v2.0, which is the official e-procurement portal of the Government of Pakistan. The Federal Government, based in Islamabad, seeks qualified consultants or firms to provide comprehensive tax advisory services meeting the specified Terms of Reference.
Eligible bidders must be registered on ePADS v2.0 and should possess relevant experience and qualifications in tax advisory and consultancy services. All proposals must be accompanied by bid security in the form of a Pay Order, Banker's Cheque, Bank Guarantee, or Bid Securing Declaration as prescribed in the bidding document. Bidders are required to submit technical and financial proposals with all supporting documents as detailed in the tender documentation. The procurement follows the Single Stage-One Envelope procedure using the Least Cost Based Selection (LCBS) technique under open competitive bidding methodology.
Bid documents are available on the ePADS portal at https://epads.gov.pk/opportunities/federal/procurements/141003. Interested consultants must submit their proposals through ePADS v2.0 on or before Thursday, October 15, 2026 at 11:00 AM. Proposals will be opened on the same day at 11:30 AM. Finance Division seeks tax advisory consultancy services for FY 2026-27 via RFP under LCBS methodology.
This is likely a multi-year framework engagement supporting federal tax policy and implementation rather than one-off advisory. Scale appears medium-to-large given national-level scope and reserved budgets. Tight deadline (October 2026) with same-day bid opening suggests urgent staffing need. Competitive field expected; differentiator will be demonstrable federal-level tax experience and technical proposal quality, not just cost.
Who can bid: Must be registered on ePADS v2.0 before submission. Typically requires NTN and SECP registration (if private firm) or relevant authority registration (if autonomous body/NGO). Notice emphasizes 'relevant experience and qualifications in tax advisory' but does not specify PEC category, firm size, or years-of-experience threshold—interpret as open to individual consultants and firms meeting qualification criteria.
