Description / Scope of Work
The Ministry of National Health Services, Regulations & Coordination invites sealed bids for hiring non consulting services for event management at ICT under the World Bank funded project National Health Support Project for Ensuring Universal Health Service Coverage in Federating Areas. This procurement is being conducted in Islamabad, Federal Province, and is open to eligible bidders registered with PPRA and E-Procurement on the e-PADS system who possess income and sales tax registration on the Active Taxpayers List of FBR. The project reference is No.22-2/2026(DD-IV/P&D/CPS) and bidders must register on the e-PADS portal at https://eprocure.gov.pk for submission and access to complete tender documentation.
Eligible bidders must be registered with PPRA on e-PADS and maintain active taxpayer status with FBR. All bids must be submitted exclusively through the e-PADS portal; manual submissions will not be accepted. A bid security in the form of a bank draft or demand draft payable to the Project Director, NHSP, M/o NHSR&C, amounting to Rs. 450,000 is required. The bid validity period must be at least 90 days from the submission date, and all applicable taxes, duties, insurance, transportation, and fees must be included in the quoted price on a DDP basis.

Evaluation will follow World Bank Procurement Regulations for IPF Borrowers July 2016 (Revised November 2017 and August 2018) using open competitive bidding methodology.
