Description / Scope of Work
The Assistant Director Local Government and Rural Development Department District Mansehra invites sealed tenders for 23 infrastructure development schemes totaling 64.6 million Pakistani Rupees under the Net Hydel Profit programme. The projects span multiple packages across Mansehra district and include construction of PCC roads and streets, protection walls, pressure pump installations, drill bore works, and boundary walls for graveyards across locations including Keyara, Dokani, Bankot, Angar Behn, Chaam, Kajla, Chakal, Nika Pani, Jindri, Barkurdar, Battagram, Naryani, Dehari, Lari, Sokal, Moo, Chak Pansyal, Kahand Garan, Chahang Puli and Dood Kot. Total estimated cost is 64.6 million rupees with earnest money requirements ranging from 0.014 to 0.120 million across thirteen packages. The tender is issued under MRS-2025 framework for non-MRS items as per approved PC-1 and follows a single stage single envelope procedure.
Eligibility criteria require government contractors to be registered with Pakistan Engineering Council, enlisted with the Civil and Works Department under the Centralized Enlistment Policy of Khyber Pakhtunkhwa for financial year 2025-26, and registered as active taxpayers with the Khyber Pakhtunkhwa Revenue Authority. All bidders must possess relevant codes CE-01, CE-04, CE-09, or CE-10 and maintain valid PEC and KPRA registration for the current financial year. Bid security is calculated at 2% of engineer's estimate for bids up to 10% below estimate; bids between 10-20% below require additional 8% security; bids exceeding 20% below must include detailed rate analysis and security equal to the differential amount. A tender fee of 0.03% on engineer's estimate payable as Call Deposit Receipt is mandatory.
Bidders must submit electronic bids online with scanned copies of bid security and hard copies of printed bid forms to the Assistant Director LG&RDD Mansehra. All bids must arrive by June 10, 2026 at 12:00 PM, with opening scheduled for 12:30 PM the same day. Electronic bids remain valid for 90 days from closing date. Bidding documents and further information are available from the office of Assistant Director (Senior) LG&RDD Tehsil headquarters Mansehra on any working day before the closing date. Work orders will be issued subject to fund release, and successful contractors must commence work within 15 days or face cancellation and forfeiture of securities.
