Description / Scope of Work
The Ministry of Information Technology, Government of Pakistan, under the National Artificial Intelligence Advancement Initiative (NAIAI), invites proposals from training companies and consortiums for the delivery of comprehensive AI capacity building programs across Pakistan. The project aims to deliver 20,000 online trainings to fresh graduates, government officials, industry representatives, teachers, and other target participants through a Learning Management System (LMS) and online portal during a 6-12 month period or as required by the Ministry. The scope encompasses curriculum development, trainer deployment, learning content creation, and certification delivery aligned with the strategic objectives of positioning Pakistan as a competitive leader in artificial intelligence through responsible adoption across critical sectors including healthcare, agriculture, education, and industry.
Eligible bidders must be training companies or consortiums capable of provisioning comprehensive training content, an operational LMS platform, qualified expert trainers vetted against strict criteria, a teaser selection portal, and certification systems. Bidders must propose course offerings tailored to nine defined participant categories including students, teaching professionals, sectoral professionals, private sector leaders, government officials, public sector staff, general workforce, entrepreneurs, and freelancers. The training program must provide at least 18-24 hours of online instruction per participant category, with selection based on trainee interest and registration through the bidder's portal, ensuring nationwide inclusive participation with a minimum of 30% female trainees. Bidders must submit a comprehensive training plan including course-wise schedules, delivery timelines, and proof of technical capability and expert resources.
Bid documents should be obtained as per the ministry's procurement procedures, with advance payment up to 20% available against bank guarantee or pay-order. Bidders must comply with all terms and conditions outlined in the tender documentation. The Ministry reserves the right to modify the number of trainees, training sessions, required courses, and delivery locations. Interested training companies and consortiums should submit their proposals within the specified deadline with all required documentation, technical qualifications, financial capability, and implementation roadmap details as outlined in the complete RFP document.
