Hospitality Services Contract for LPG Bulk Storage and Bottling in Rawalpindi

Pakistan State Oil Company Limited (PSO) invites quotations for Hospitality Services Contract for LPG bulk storage and bottling operations at Rawalpindi Region and adjoining areas. The contract is for a duration of one year from 1 August 2026 to 31 July 2027, with the option for extension for a further two years based on contractor performance. The scope involves receiving Liquefied Petroleum Gas (LPG) through bouzers on behalf of PSO, storage at the contractor's dedicated plant with a minimum capacity of 50 metric tonnes, and onward dispatch through cylinder filling for both domestic and commercial customers. The estimated quantity is 4,368,000 kilograms annually with an approximate daily sales target of 14 metric tonnes. This is a service-based procurement where the contractor provides bulk storage and bottling facilities in Rawalpindi while PSO retains ownership of the product and arranges its own transport.

The bidder must be a pre-qualified party as determined by PSO and capable of meeting OGRA (Oil and Gas Regulatory Authority) standards. The contractor shall provide necessary bulk storage and filling facilities at their own cost and expense. Product insurance during storage at the contractor's plant shall be the sole responsibility of the contractor. All service charges must include GST and applicable taxes. The contractor bears the risk of gain or loss on received and dispatched product and is responsible for safe custody until final dispatch. Measurement shall be on weight basis using standard weighbridge procedures and monthly reconciliation between PSO and contractor.

Quotations must be submitted by 9 June 2026. Bidders should quote their best price per kilogram for the hospitality services and indicate earnest money percentage and PO/DD number as required.
