This document is a revised standard contract form for the execution of work updated on 16 November 2022, issued by the Government of Punjab. It serves as a comprehensive template for tender procedures and contract management across public sector projects in Punjab province. The form establishes the framework for competitive bidding, contract award, and project execution, encompassing general directions for tenderers, memorandum of work requirements, bid schedules, and detailed general conditions of contract. The revised form provides complete guidance on tender preparation, submission, evaluation, and contract administration processes for construction and execution work projects.
The contract form specifies eligibility requirements including the submission of earnest money, performance guarantee or quality assurance security, and compliance with statutory regulations and tax obligations. Tenderers must possess appropriate technical qualifications and resources, with whole-time qualified technical personnel required for supervision of work. The form requires submission of detailed programmes of work where required by the Engineer-in-charge, and all materials and workmanship must conform to approved standards and specifications. Bidders must ensure all quality assurance and security requirements are fulfilled before contract award.
Tenderers must obtain bid documents through the prescribed process and submit sealed bids by the specified closing date, with tender opening conducted in the presence of representatives of participating bidders. The contract form provides detailed clauses covering contract documents, general obligations of contractors including safeguarding work, providing necessary plant and equipment, and compliance with inspection and supervision requirements. Additional provisions address assignment restrictions, subletting prohibitions, material quality standards, and dispute resolution mechanisms, ensuring transparent and fair execution of government works across Punjab province.
