Description / Scope of Work
The Capital Development Authority invites electronic bids on a single stage, two envelope basis for rehabilitation and improvement of four highway projects in Islamabad, Federal Territory, under Procurement and Contract Agreement-I for the fiscal year 2025-26. The scope of work encompasses four distinct projects: Rehabilitation/Improvement of Srinagar Highway (from Conversion Center to N-5) with an estimated cost of Rs 2,300.122 million; Rehabilitation/Improvement of Islamabad Highway (from Faisal Masjid to T-Chowk) valued at Rs 1,502.258 million; Rehabilitation/Improvement of Jinnah Avenue (from D-Chowk to F-11 Markaz) with a cost of Rs 694.068 million; and Rehabilitation/Improvement of Murree Road, Islamabad (from Convention Center to Serena Chowk) estimated at Rs 246.858 million. The total estimated value across all projects exceeds Rs 4.7 billion, representing significant infrastructure development in the federal capital.
Bidders must be registered with the Pakistan Engineering Council in valid categories CE-01 or CE-08 to establish technical and financial eligibility as outlined in the bidding documents. All bids must be accompanied by a Bid Security in the form of a Pay Order or CDR in favour of the Director, CDA Procurement and Contract Directorate. Prospective bidders are required to demonstrate their qualifications and capacity as detailed in the tender documents available from the authority, with submission of scanned copies of bid security on E-PADS and originals provided before or upon bid submission.
Bidders must submit their proposals online through the E-PADS portal at https://eprocure.gov.pk by the deadline of June 18, 2026 at 1130 hours, after which manual bids will not be accepted. Electronic technical bids will be opened publicly on the same day at 1200 hours through E-PADS, with bidders invited to attend the opening session at the office of the Director, PACA-I in Room No. 28, Block III, PAC Wing, CDA Secretariat, Sector G-5/4, Islamabad. Bidding documents and detailed terms and conditions are available on E-PADS, with notifications regarding the Grievance Redressal Committee provided per Public Procurement Rules 2004.
