Description / Scope of Work
The Ministry of Human Rights, Government of Pakistan, is inviting bids for the procurement of event management services to support the 9th OIC Ministerial Conference on Women, scheduled for 12–13 July 2025 at the Jinnah Convention Centre in Islamabad, Federal Province. This tender seeks experienced event management companies registered with SECP or the Registrar of Firms, holding valid NTN and GST numbers, and listed on the FBR Active Taxpayers List. Bidders must demonstrate a minimum of five years of experience in organizing high-profile international and intergovernmental events, including Ministerial Level Conferences and multi-stakeholder forums. The procurement is budgeted under Financial Year 2025-26 with reserved funding allocation for eligible payments under the contract.
Only registered companies with EPAD v2.0 credentials are eligible to submit bids through the Single Stage-Two Envelope procedure using Quality and Cost Based Selection (QCBS) methodology, with weightage of 70:30 assigned to technical and financial proposals respectively. Bidders scoring at least 55 marks out of 70 in technical evaluation shall qualify for financial evaluation. All bids must be secured by bid security equivalent to five percent (95%) of the estimated value in the form of a Bank Draft payable to the Ministry of Human Rights. The bid security remains valid for twenty-eight (28) days beyond the bid validity period, and an Integrity Pact is mandatory for all service providers as per Public Procurement Rules 2004.
Bid documents are accessible on the e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. Bidders must register on EPADS v2.0 and submit e-bids through the portal on or before the specified deadline. Bids will be opened on the same day at the Kohlsar Block, New Pak Secretariat in Islamabad within seventy (07) days of advertisement, with opening conducted in the presence of the procurement committee. Prospective bidders unregistered on EPADS v2.0 may register at https://vendors.epads.gov.pk/. Queries should be directed to the Ministry of Human Rights via EPADS v2.0 or by email, with submission deadline clearly marked. The Tender Notice is also available on PPRA's website (www.ppra.org.pk) and the Ministry's website (www.mohr.gov.pk). Bids can only be submitted through EPADS v2.0 on or before 8 June 2026 by 2:00 p.m., with opening scheduled at Kohlsar Block on the same date at 2:30 p.m.
