Description / Scope of Work
The Engineering Development Board (EDB) under the Ministry of Industries and Production, Government of Pakistan, invites Expressions of Interest (EOI) from all locally registered Electric Vehicle (EV) 2-Wheelers Original Equipment Manufacturers (OEMs) and Assemblers for pre-qualification under the Pakistan Accelerated Vehicle Electrification (PAVE) Program, Phase-II and subsequent phases. This initiative aims to accelerate the adoption of electric vehicles, promote local manufacturing and value addition, strengthen indigenous supply chains, ensure product quality and safety, and support sustainable industrial growth in line with the EV Policy 2025-30. The scope encompasses the distribution of electric 2-wheelers across Pakistan, including Azad Jammu and Kashmir and Gilgit-Baltistan, with a target to achieve 30 percent EV penetration by 2030.
Eligibility criteria require all applicants to be locally registered EV 2-Wheelers OEMs or Assemblers holding a valid EDB Manufacturing Certificate and PSQCA License, with full compliance to EDB pre-qualification criteria. Interested manufacturers and assemblers must demonstrate their technical and financial capacity to meet the program requirements and quality standards established under PAVE Phase-II guidelines.
Submission of EOI must be completed by June 08, 2026 at 11:00 AM, with bids to be opened on the same date at 11:30 AM in the presence of bidders. Submission should be made through PPRA E-PACS 2.0 portal in the form of a Pay Order or Bank Draft of PKR 5,000 non-refundable as bid security, made payable to the Drawing and Disbursement Officer (DDO), EDB.
