Designing, Printing and Composing of Promotional Material

Fatima Jinnah Women University, The Mall, Rawalpindi, Punjab, invites sealed electronic bids from experienced and economically sound companies for a framework contract covering provision, designing, printing and composing of promotional material. The estimated tender value is Rs. 1,864,400 with an e-bid security requirement of Rs. 37,288. This is a single-stage two-envelope procurement through e-PADS, the Punjab electronic procurement system, with a contract duration of one year extendable for another term on mutual understanding subject to satisfactory performance. The framework agreement allows for quarterly supplies at fixed quoted rates with quantities subject to increase or decrease as per the procuring agency's actual requirements.

All participating e-bidders must be registered with the Income Tax and Sales Tax Department as active tax filers and provide current income tax certificates, sales tax registration certificates, PRA registration, and professional tax certificates. Bidders should be in the relevant promotional materials business for at least five years with local office locations. The e-bid security of 2% of the estimated price must be submitted as a demand draft, pay order, or call deposit receipt in favor of Treasurer Fatima Jinnah Women University, Rawalpindi, with soft copies attached to technical proposals. Products offered must be of prime quality and match attached technical specifications; inferior or substandard materials will result in bid rejection and earnest money forfeiture with possible blacklisting.

Evaluation follows PPRA rule 38-A with technically compliant lowest evaluated bids accepted.
