Description / Scope of Work
Heavy Industries Limited, a premier defense manufacturing organization, invites sealed tenders from reputed firms possessing valid NTN certificates for the procurement of FOR kit items, expendable materials, aluminum sheets, plates and armor plates required for manufacturing of APC Talha-I on FOR (Free on Rail) basis. This tender is issued under PPRA and Ministry of Defence and Production procurement rules. The tender reference number is RT-355 dated 5 June 2026. The scope includes supply of various aluminum materials in different specifications and sizes as detailed in Annex A, comprising 19 line items of aluminum sheets, plates and armor plates with quantities ranging from 0.12 to 4 numbers. The delivery period is 60 days after signing of the contract. Procurement will be executed from the Commercial Directorate of Heavy Industries Limited based in Taxila Cantonment, Punjab.
Bidders must possess valid NTN and Sales Tax registration certificates. Required submission documents include photocopy of HIT registration or pre-qualification letter, attested copies of registration certificate, CNIC of Managing Director, audit reports for the last three financial years, attested bank statements for one year, trade links with OEM in case of distributors or agents, and a certificate on judicial paper worth Rs. 100 attested by an Oath Commissioner confirming the firm is neither a defaulter nor blacklisted by any government organization. Additionally, bidders must provide details of contracts and works experience with government or semi-government organizations during the last three financial years. A non-refundable payment of Rs. 3,000 is required for collection of Standard Bidding Documents. Bid security and performance bank guarantee requirements are specified in the detailed bidding documents.

The last date for collection of tender documents is 22 June 2026. Sealed bids must be submitted on or before 24 June 2026 at 1030 hours, and bids will be opened at 1100 hours on the same date in the presence of firm representatives.
