Fatima Jinnah Women University invites electronic bids for the supply of mess items to its hostels at Campus-I in Rawalpindi, Punjab. The procurement encompasses five distinct categories: Grocery and Ration Items with an estimated annual cost of PKR 50,694,200; Chicken, Beef Mince and Eggs valued at PKR 16,712,500; Vegetables estimated at PKR 5,597,500; Yogurt with an estimated cost of PKR 2,380,000; and Bread estimated at PKR 6,600,000. The total estimated annual procurement value exceeds PKR 81 million. This is a single-stage two-envelope procurement process with evaluation conducted on an annexure-wise basis, requiring suppliers to quote rates for each item category inclusive of all applicable taxes.
All interested e-bidders must be registered with the Income Tax and Sales Tax Department and maintain active tax filer status. Bidders are required to submit earnest money (bid security) equivalent to 2 percent of the total annual estimated price for each annexure in the form of a Demand Draft, Pay Order, or Call Deposit Receipt payable to the Treasurer of Fatima Jinnah Women University. The bid security must accompany the e-bid submission on EPAD. Prices must be quoted in Pakistani Rupees with GST/PST indicated separately where applicable, and all quotations remain valid for 90 days with an option for 30-day extension.
A mandatory pre-bid meeting will be held on 22nd June 2026 at 11:30 AM in the University Purchase Office at Campus-I Rawalpindi, with the next working day scheduled as an alternative if a holiday falls on that date. Interested parties must submit their electronic bids through EPAD by 11:00 hours on 2nd July 2026, with bid opening scheduled for 13:30 hours the same day. Bidders may access tender documents from EPAD Punjab, PPRA Punjab, and the University website without any tender fee. The agreement, once awarded, will be effective for two years and may be extended for an additional period subject to satisfactory performance.
