Water and Sanitation Agency (WASA), Lahore invites bids from professionally and financially sound printing firms, printing presses, and authorized dealers registered on e-PADS, FBR, and PRA with active filer NTN and PNTN status for the printing and dispatch of water bills and notices through outsourcing in Lahore, Punjab. This tender involves the supply of 80-gram imported pre-printed A5 paper with digital impressions of minimum 600 DPI for two-sided bills with four-color printing, box packing, ward and area-wise sorting, and delivery to concerned revenue offices. The estimated cost for this procurement is Rs. 104,418,958.00, with a bid security requirement of 3% amounting to Rs. 3,132,568.74. Contractors must have prior experience in bulk digital variable printing under PPRA Rules 2014.
Eligibility criteria require bidders to be registered on e-PADS of Punjab Procurement Regulatory Authority (PPRA) and maintain active status with FBR and PRA. Bidders must possess Active Filer NTN and PNTN credentials. The bid security may be submitted in the form of CDR, bank guarantee, PO, demand draft, or banker cheque, with soft copies uploaded on e-PADS and original hard copies submitted to the Director Procurement & Stores office. Only technically responsive bidders will qualify for the opening of financial bids, and conditional tenders will not be accepted.
Bidding documents are available on the e-PADS portal at www.punjab.eprocure.gov.pk and the PPRA website at http://ppra.punjab.gov.pk. Bids must be submitted exclusively through e-PADS by 11:00 AM on 04-07-2026, with technical bids opened on the same day at 11:30 AM. A single stage two envelopes procedure will be adopted. Bidders must quote rates against each item in the DNIT/BOQS schedule without using percentage-based pricing. Bids will remain valid for 120 days. Hard copies of bids will not be accepted, and only electronically submitted proposals via PDF upload will be considered.
