Description / Scope of Work
The Pakistan Infrastructure Development Company Limited (PIDCL), operating under the Ministry of Housing and Works, Government of Pakistan, invites bids through a Single Stage Two Envelope procurement method for five major water and infrastructure development schemes in Sindh province. These projects include upgradation of water treatment plants in Hyderabad and Tando Allahyar, provision and fixing of solar lights at various streets in the province, laying of main water supply lines from treatment plants to commanding areas, and construction of roads and streets with water drainage and supply infrastructure. The combined estimated cost of all schemes exceeds 850 million rupees, with individual project security ranging from 2.25 to 12.65 million rupees. All works are to be executed in accordance with relevant codes, standards, and specifications as outlined in tender documents, with oversight from the Federal Board of Revenue and Sindh Revenue Board tax authorities.
Bidders must possess valid registration with the Pakistan Engineering Council (PEC) in appropriate categories and hold relevant licenses from the Federal Board of Revenue and Sindh Revenue Board. Bid security is required in specified amounts for each scheme, and prospective bidders can obtain complete building documents online through the E-PADS system or by paying a refundable fee directly to PIDCL. Scanned copies of tender fees and security documentation must accompany electronic bid submissions.
Bids must be submitted electronically via the E-PADS system (version 2.0) before the deadline of 30 July 2026 at 09:00 AM. Physical bid documents should be delivered to the Office of the General Manager (Engineering) at PIDCL, Bahria Complex IV, 6th Floor Extension Block Ghari, Karachi, prior to submission. The pre-bid meeting is scheduled for 17 July 2026 at 11:00 AM, and bids will be opened on the same date at 11:30 AM in the presence of authorized representatives.
